Scroggs purchased the Central Illinois Gazette of Champaign in 1858 and was an early presidential supporter of AL. He was elected to the Illinois legislature in 1868 and served as a trustee of the University of Illinois from 1867 to 1869. (University of Illinois Alumni Record [1918]; Burt E.
