A leading Michigan politician for more than three decades, Howard was one of the prime movers in organizing the Republican party. He was elected to the U.S. Senate in 1862, and as a Radical leader he played a prime role in drafting the Thirteenth Amendment and other significant pieces of Reconstruction legislation.
