Hoagland was born in Morgan County and moved to Petersburg in 1857. He attended Jubilee and Lombard Colleges. In 1871 he was admitted to the Illinois bar and practiced law until 1882, when he was elected county judge. (Petersburg Observer, May 20, 1905)
