The Convention of 1856 adopted the rules of the Convention of 1852; but the official stenographer had been unable to Procure a copy of the proceedings of that Convention (if any was published). What the rules were originally, cannot be stated with certainty; but by common consent they are understood to be the rules governing the U. S. House of Representatives, so far as applicable.
